the state has the largest Scheduled Castes population in the country (29 per cent), Rajiv Gandhi Jan Sehat Yojna - which provides toilets to the SCs in their houses .The scheme, launched in 2003, has been non-functional during the SAD-BJP rule. The government had been making provisions for the scheme since 2007-08 but funds were never allotted for it. In 2010, when it received an additional Central assistance (ACA) of Rs 250 crore, nearly Rs 100 crore was earmarked for the scheme.However, the scheme was thrown open for beneficiaries under the general category after Chief Minister Parkash Singh Badal proposed the same on the file when the Rural Development Department put up a case for the release of Rs 45 crore for the construction of toilets for the SC beneficiaries before him.
