Must do to improve Punjab's fiscal health


  • Centre should announce a special "investment deficiency package" of Rs 55,000 crore
  • Punjab should raise the tax-SDP ratio to 12 per cent from the existing 7 per cent
  • It should rationalise subsidies, especially in power sector
  • The Planning Board should be revamped and the system of transferring resources from the state to institutions, such as Panchayati Raj institutions, decentralised
  • Farmers should be freed from commission (arhtiya) system
  • A moratorium should be placed on payment of debt by all categories of farmers and labourers to private money-lenders
  • Subsidies should be given to entrepreneurs willing to set up agro-processing/manufacturing units in rural
  • Crop diversification should ne be given a push
  • Funding for the education sector should be increased to 6%
